Restriction in the intake runners?

I was just browsing YouTube videos on the FZ07 and came across one where the guy showed the factory intake runners have a restriction almost case into them. In the video it shows the throttle bodies measuring 41mm and these restrictions in the runners are only 30mm in diameter (at the 2min 45second marker in the video below).
 
 
Is this something that would be on North American FZ07s?

No, restricted bikes (meant for new riders) are not sold in North America.

It is an MT-07 in Australia, which was originally sold as a restricted bike for LAMS.  They can now get it unrestricted.  LAMS approved bikes are for beginners. This is not done to any Fz-07's in North America.

Thanks guys. I figured that was the case but figured I would check before tearing into the bike
