You need to completely release the shift lever back to it's resting position before shifting again. The shifting mechanism is a ratcheting design that needs to reset between each shift. If it were like a shifter in a car where each gear position was a new position of the shifter we'd end up with a shift lever that got higher and higher with each shift ( or lower, if downshifting).
