Grease exposed under steering head?

Is it normal for there to be a bit of grease around the bottom of the steering head bearing?
 
I'm under the impression they are supposed to be sealed and not make a mess like this?
 
I'll try and snag a picture later tonight, it's not a lot but it's enough that if I run my finger along the rim on the bottom I'd come back with a gooey finger.

Normal.  Not sealed. 
 
 
And be careful where you stick your finger. 
He could get some on his finger then wipe it on the wall 
How hot has it been there lately, possble that natural heat may have caused some of the factory snot they call grease to ooz a tad.

It's sealed with a rubber seal (otherwise dirt and moisture would contaminate the bearing), but it's not unusual to see a new bike on a showroom with a bit of grease there left over from assembly at the factory.
